CHARACTERISTICS OF APPLICANTS
- Just over 2/3 (73%) of applicants are the users themselves
- 63% had been denied AT financing through at least one other source, for example, Medicare, Medicaid, private insurance, etc
- Finding out about the program through mail (29%) or through a disability agency (25%)
- Using income of AT user (59%) or combined (26%) for the loan
- Fairly even split between male and female applicants (47/52 split)
- 60% white and 25% African-American
- 70% are not working, 19% work full-time
- 42% of applicants are coming from rural areas
- Applicants range in age from 1 to 96 years of age, mean = 43, sd=18
- Median monthly income = $1,711
- Median monthly expenses = $940
- Median income to debt ratio = 1.5, indicating that the applicants have little extra monthly income after paying their debts
TYPES OF AT REQUESTS
- 48% of requests for transportation, 40% for seating and mobility, 27% for some type of environmental access such as computers etc, 11% for environmental modifications
AREAS OF FUNCTIONAL CHANGE ANTICIPATED
- Want the AT to maintain or improve mobility (71%), social interactions (25%) and learning (21%)
NATURE OF LOAN DECISIONS
- 66% of applicants were approved and accepted by the consumer, and another 12% were approved but not accepted. 24% denied, primarily because of insufficient income and/or a poor credit history
- Median amount approved $4,200, ranging from $79 to $90,000
- Median amount denied $6,290, ranging from $300 to $50,000
